All the bloodline is an attribute boost. Going backwards from the bloodline adjust your attributes. So if you get 3mem and 1 int from the bloodline, then only put max 2 int and the other 3 where the others will balance your stats. Keep your stats balanced as possible. Youmay be excited about mining now, but eventually, you will probably want to experiment in manufacturing, trading, or even fighting. With balanced stats you're ready for anything. It's their only purpose and it is very important.
Remember that you are not limited in the skills you can learn. If you want to fly amarr ships, just buy and train the amarr skills. An attribute can be either primary or secondary. The primary adds its full value to the training total and the secondary adds half its value to the training total. So, you MUST have above average in the attributes that are related to what you want to do and what you will have to do may you want it or not.

No other nation is as welcoming to immigrants as the Gallente Federation. Furthermore, you're not locked into training just one race; cross-training is a matter of investing extra time though, so I would recommend you stick with your initial race for at least the first year. Just pick what you like, Caldari focuses on missiles, althouh they have some Hybrid stuff. Amarr focuses on laser weapons, or pulse lasers, so they have the prettiest guns. Gallente focuses almost comepletely on Hybrid, but they also have alot of drone space.
Minmitar focuses on going faster than your enemy, so their weapons can't track you and they miss alot, but the Minnies sacrifice armor for that. But if you want to PvP, i would chose Gellente. As Shotgun said, starting race only affects your starting skills, and you can train and pick up any race's ship, and any race is viable for pve.
That being said, each race has a distinct overall "flavour" to their ships: Caldari tend to play at long range, and Gallente do more damage, but up close. Amarr tend to be slower and tougher and minmatar faster and more frail. Those differences are marginal however, and won't stop you from playing a well-tanked minmatar ship or a long range gallente if you want. Most pilots won't admit to it but the choise of our first character is very much based on either lore, or more often what ship looks better a subjective thing that differes from pilot to pilot.
