I believe spells gradually get more powerful as your skill with that type of magic improves now. Makes sense, because before you just bought a more powerful spell at higher levels and never used the weaker one again. You can also dual wield spells now and if you equip the same spell twice it becomes more powerful, and it might have been difficult getting custom spells to work like that. It's really not more shallow at all, especially considering that different spells now have different effects like slowing an enemy for frost and you can use spells in new ways like setting a trap on the ground.

They removed spell creation and added more spell effects and a different way to wield spells and gain more power in them. They didn't dumb anything down they completely changed how magic works instead. People should learn that it's okay to remove things if something to replace it is added, or if it was just a bad idea to begin with, like the language skills in Daggerfall.
